Independent safety programmes help charter buyers judge an operator beyond its certificate. This guide explains what ARGUS, Wyvern, and IS-BAO assess, how their ratings differ, and how to read them sensibly.
An air operator certificate confirms an operator is authorised, but it does not rank one operator against another. Independent programmes fill that gap by auditing operators against published standards and awarding ratings that buyers can ask for.
These programmes are voluntary. An operator chooses to be audited, which in itself signals a willingness to be scrutinised, though the absence of a rating does not automatically mean an operator is unsafe.
ARGUS, the Aviation Research Group of the United States, reviews an operator's historical safety record, pilot and crew backgrounds, and operating history. It offers tiered ratings, with higher tiers reflecting an onsite audit in addition to the records review.
When an operator cites an ARGUS rating, ask for the tier and the date. A higher tier that includes an onsite audit carries more weight than a basic records check.
Wyvern maintains its own safety standard and audits operators against it, reviewing pilot qualifications, aircraft, and procedures. Operators that meet the standard can be recognised under the Wyvern programme.
As with any rating, the value lies in the detail. Ask what was audited, when, and whether the specific aircraft and crew on your trip fall within the scope of the assessment.
IS-BAO, the International Standard for Business Aircraft Operations, was developed by the International Business Aviation Council. It centres on a safety management system and is structured in progressive stages of registration that reflect how embedded those practices are.
IS-BAO registration shows an operator has built and audited a formal safety system against an international benchmark. Ask which stage the operator has reached and when it was last verified.
Treat ratings as evidence to weigh, not a single pass or fail. Check the level, the date, and the scope, and confirm that the rating applies to the operator actually flying your trip rather than a related company.
Combine the rating with the certificate check, crew experience, and insurance. No single badge replaces asking clear questions and getting clear answers in writing.
